Identify five requirements in the constitution making process.

- Civic education; The general public is educated on constitutional issues such
as shortcomings, strengths etc.
- Collection of views from the public; the commission visits all counties and
constituencies and collects the views of citizens.
- Drafting of the constitution; the citizen's views are compiled together into a draft constitution.
- The national constitutional conference; a conference comprising of representatives from the counties, constituencies, interested groups etc. is organized.
- Redrafting of the draft constitution; if all issues are agreed upon, they are
redrafted into a bill by the Attorney General.
- The referendum; if issues are not agreed on by the constitutional conference, then the commission organizes a referendum for the public to vote for or against the constitution.
- If voters accept the constitution during the referendum, the Attorney General forwards the draft constitutional to the national assembly as a bill.
- Promulgation of the constitution; the president presents the draft constitution to the people in public and declares it to be the new law that will govern the state.
