-It was a federal system of administration. The eight French colonies in West Africa formed a federation which was governed from Dakar in Senegal.
-A governor general based in Dakar was in-charge of the federation. He was answerable to the minister for colonies in Paris.
- Each colony in the federation was governed by a Lieutenant Governor who was based at the headquarters of each of the eight colonies. They were all answerable to the Governor General.
-Each colony was further divided into provinces or circles. They were headed by a commandant de' circle who was answerable to the Lieutenant Governor.
-The provinces were further divided into districts which were headed by a chief named chief de’ sub-divisions.
- Below the district were locations which were headed by the chief de’canton.
-The locations were further divided into sub-locations which were under African chiefs named chief de’ village.
